That is the key id, not the public key. If you try to verify the
signature on this key, you'll find my key id is 98B013E0. Since
you don't have my public key on your key ring, pgp will ask you
if you want to import it from one of the public key servers. If
you say yes, then pgp will use the key id, to get my public key
from one of the key servers, and then it will be able to verify
the signature of my message.
You should export your public key to one of the public key servers.
I'm using gpg (on linux), not pgp, so I can't give you the specifics,
of how to do this with the current version of pgp.
