Is for ssl ca certs any signing parties where owners of ca's meet to sign
each other's certificates as for gpg ?

NO, this is not need there, they do not sign each others certs, they use
hierarchy system of trust. CA produces its root cert under clearly
defined and announced conditions aund under such conditions you can
trust it or not.
