Any possibility to make this timestamping code available?

There is not "code" in the traditional open source sense. Rather
Stamper is an integration of a number of components within a Windows
2003 environment. It includes a commercial email server product (for
processing the messages and as a list server), together with a number
of scripts written in Perl. It also uses Apache (on Windows) as its
web server.

Were I to be starting again today, I would of course base it upon
open source components and build it in a way which could be
distributed and used by others. Were it to be upgraded in the future
(if time permitted), it would probably end up in such an environment.
